In G.O
(MS) No.345/03/GAD dated 26/11/2003, based on the decision of the Council of
Ministers, Government have approved the implementation of an Integrated
Personnel and Payroll Management System for the State.

In G.O (MS)
No.192/04/GAD dated 29/07/2004, in principle approval was accorded for the
proposal of the NIC to develop the system with the name ‘Service &
Administrative Repository for Kerala (SPARK)

As per G.O
(MS) No.268/04/GAD dated 22/09/2004, the SRS, PMP, DPP & Network
architecture for implementing SPARK in Govt. Secretariat and Commercial Taxes
Department on pilot basis was approved.

As per G.O
(Rt) No.6887/04/GAD dated 24/09/2004, the work was formally entrusted with NIC

Accordingly
the project was successfully launched in the Finance Department, Govt.
Secretariat during March, 2005

After
evaluating the success, in G.O (MS) No.339/05/GAD dated 20/09/2005 Government
have decided to make Permanent Employee Number issued by the SPARK system
compulsory for all Secretariat Employees.

While
implementation in GAD and Commercial Taxes was in progress, as per the decision
of the Steering cum Empowered Committee for MGP, in G.O (MS) No.392/05/GAD
dated 05/11/2006, Government have ordered to entrust the ownership of the
project with IT Department and Co-ownership with Finance Department to be
implemented though Kerala State IT Mission.
